They didn't go the airplane store and pick one off the shelf either though... Lockheed gets something like 90% of its revenue from the federal government. They're effectively an arm of the Air Force. Besides, it's not like the Air Force did no design at all, they came up with a list of wants and needs, had prototypes made by two contractors, refined their requirements after selecting one of the two competing prototypes, etc...
