This exists as an iOS feature. Not sure about Android.

  I currently can't do that. I can turn on DND and miss every notification, but I can't filter my calls with a whitelist.

      Perhaps the best new feature of iOS 13. However, now I get a bunch of robocalls in voicemail, and iOS doesn't transcribe them properly because they're usually in Mandarin.

This would only cause more apps leaking contact lists. It's a temporary patch for you, but it wouldn't actually punish the callers or force them to stop in any way.
