I've heard the "eye of Sauron" metaphor in a few podcasts that commentate on the ease of mass surveillance. This has less to do with individual smartphone tracking - individual smartphone users have the power to zero in on certain topics and ideas (viral) relatively instantly since news can travel along a global internet unhindered. Chinese Social Credit automated aggregation of all citizen smartphone activity feeds is the "rule of Law". We will be economically limited by our inefficient (bad) deeds.
