Well, actually, they'll limit the CA freelancers to under 35 articles a year and move the work to non-CA freelancers. Other companies are letting their CA workers go completely. The point is that this isn't particularly hurting Vox, just those CA residents who are doing contracting work that can easily be moved to other workers elsewhere.
