I had an idea about this, you could require a reason when downvoting. It might make people less likely to downvote stuff unless they have a good reason. It might also help explain to the original poster why they are being downvoted. I'm not really sure what the implications of this would be though. Perhaps it might make it harder to get rid of obvious trolls and spam.
