The “eligibility index” here is kind of a bullshit number. R&D per capita doesn’t make sense as a measurement to begin with, and even if it did it doesn’t account of population density and the artificial nature of the borders of some of these places. Some cities have more or less of their suburbs within their borders, which is going to drastically affect those R&D per capita numbers. Overall though I think the concept is very good.
