I don't think this is a fair characterization of the situation, regardless of whether one likes AOC or not. AOC cannot personally say no to Amazon opening an office because that is not how the government works. Amazon asked for large tax breaks for their offices. Empirical economics research is at best mixed on whether or not those tax breaks are a good choice from the standpoint of growth and overall tax receipts. AOC and other representatives said they were opposed to those tax breaks, not that Amazon couldn't open an office.
