Speaking as someone who has recently been involved with a very wide-scale project using CEC (demo units for a major retailer here in the UK) I concur - CEC is incredibly unreliable. My project ran on a very limited range of hardware from a well-known high end manufacturer. I imagine it's even worse "in the wild".
