On the other hand, a service provider has to accept the accusation or they can leave the content untouched but then open themselves up to secondary liability. All the while the accused has to certify under penalty of perjury that their content is not infringing (there’s no equivalent for the accuser). Content ID is a bandaid on the tumor of IP law. Yell at your government not Google for this.
