In Pittsburgh, travel within Downtown and the North Shore is free 24/7 on the "T" (light rail). Buses still aren't free and the "T" doesn't cover a ton of Downtown Pittsburgh, though. The "T" has been like this for 20+ years and is an awesome resource.
