The solution I’ve settled on is a paid search engine. Pass the costs on directly and have the customers be the ones actually performing searches. Then the search quality is the product and the companies incentives are focused on preventing other people gaming the system to the detriment of their customers. But nobody wants to pay for anything on the internet /only-half-kidding
