I won't comment on this, but for a comp, LinkNYC (Free Wifi kiosks) pays hundreds of millions to its partner cities 3. Currently, cities are providing free tap water at water fountains (e.g. bus station, train station, library), the issue is not the cost of the tap water, but the cost to upgrade the infrastructure so that people trust it.
