I'm never a fan of "up to" marketing discounts, since they almost never apply to me. Clothing goes on sale at a store, "up to" 40%? It's never the garment I was looking at. That one barely moved in price. In this case, I typically run long-lived processes (servers accepting network requests), so not much of a savings here.
