You don't really know the back story. Neither do I, but I've been here before, as I'm sure you must have. What about the 3-5 comps the graphic artist did that were rejected by committee? Let's say there's 5 hours there. Then a meeting where some others sketch up their own ideas which could be done in MS Paint. Then the artist gets to go back and implement that idea, which indeed probably took 5 minutes. But you still bill for an hour of your time, right? :)
