  But... Steam isn't CSGO or even Valve for that matter? These are orthogonal.

    It's a Steamworks API I think.

Technically maybe not (?), but if the end result is that you cannot connect to someone hosting the game without also both of you running Steam (and a Steam version of the game), because you don't even have the option to input their IP - what's the difference ?
