I had a similar thing when I bought a unit in a brand new apartment building. We'd waited something like 6-8 months for the local phone company to install landlines (needed for broadband). The building was in the central city area, and the main telephone exchange for the city was 800 meters away, on the very same street. Finally the building manager got a local TV station to do a news piece on the saga, and two days later it was fixed.
