I have been happy with binarylane hosted in Sydney. I tried vultr ~2 years ago and at least then they did not have their own ubuntu repository mirror. All the package manager downloads were painfully slow. Digital Ocean and binarylane mirror the repo and any package can be pulled pretty much instantly and it makes the initial setup much more pleasant.
