Most of this is standard Democratic boilerplate. It's how they have been trying to appeal to rural voters for at least the last decade. Obama ran on roughly the same plan in 2008. So did Hillary in 2016. Obama even brought it up during his debates with McCain. Without Congress on board there's only so much you can do. Obama made some regulatory changes and shuffled some money around to get at this problem, but without a big pile of new money from Congress it's not going to do much.
