The Embarcadero freeway was never rebuilt. What are you taking about “its current location in South Beach.” Do you mean approaches to the Bay Bridge which have been there forever or do you mean the ramp to the bus depot which was realigned? None of the roads in the area are the Embarcadero freeway. Edit: I suppose OP means I280 which was repaired and realigned after Loma Prieta. The neighborhood is called China Basin. South Beach is an adjoining neighborhood.
