The premise is incorrect. Bill Gates' nuclear investments are centered around a liquid-metal cooled solid fueled uranium-plutonium reactor and a molten chloride salt fueled uranium-plutonium reactor. Thorium gets mixed up with molten salt technology (which also gets mixed up with liquid sodium metal), but you can do molten salt without thorium too.
