You can edit the apt sources and cross your fingers. I’ve been told that “do-release-upgrade” has some secret sauce that this method doesn’t replicate- but since it’s not available on Pi I guess the next best thing is manually looking up what package choices changed. I usually roll a new SD card because it’s a lot quicker and less prone to failure.
