I once tried to work with the Oakland Museum of California to digitize some paintings of theirs that were in the public domain. I figured they'd be happy to share since a museum is supposed to be about spreading art and culture, I was surprised when they were quite resistant to the idea. They weren't allowing people to take high quality photos. I just wanted to put them up on Wikimedia Commons, but I got the impression the museum didn't want any competition from anyone.
