I noticed absolutely no difference after upgrading from 19.04. Do I need to do anything?

  Is your monitor running at 30fps? I imagine in that situation the changes wouldn't be noticeable. Also, upgrading from 19.04 to 19.10 isn't super stable, so it could be it didn't upgrade properly.

    It's a Dell latitude laptop, screen is at 60Hz
