You have to calibrate your speed for the information density of what you're communicating. Spanish can be spoken at a much higher syllables per minute than English because there is less information per syllable (look at English vs. Spanish translated text for proof). So Spanish speakers are sometimes unintelligible if they try to speak English at Spanish speeds.
Similarly if you're communicating something very complex and novel to an audience you need to slow down vs. if you're just recounting your latest trip to McDonalds.
