You can block cookies from quora.com, or, equivalently, open in a "private window", to avoid the paywall.
It's similar to news sites which block you after 3 visits -- clear your cookies and you can go back to them.
Some sites have anti-anti-tracking technology, and you must enable cookies and/or JavaScript to even view one page, but Quora isn't one of them (yet).
