After reading this post, I think I have a pretty good idea of why you're not able to find a talented cofounder... Honestly, it's really not that hard, you just need to be proactive about it. Last year, I posted a URL all around UVa's CS department (and on facebook). On the website, I solicited passionate hackers, telling them, that together - we'd "change the world" (hey, sometimes you need the grandiose visions). It cost me $50, and I go around 15 talented guys that wanted to spend the summer with me working on a startup. The hardest part was picking two.
