When threatened a regime will jam the signal, track transmitters, make them illegal, throw people into torture prisons for posession and/or kill owners. It will make it harder for the regime but a cornered totalitarian will do everything to control this. Maybe they could include a "stealth mode" for passive receiving, but that brings a new bag of problems with it. I think the solution here is not more tech but killing the despots.
