The issue sems to be that the max advertised boosts is based on the number the plug into the boost algorithm. (I say based since some of them, especially higher end chips are 25-75 MHz higher than advertised boosts, a BIOS Dev posted them somewhere that I can't find :/) There is an issue when the chips don't really hit it.
