I'm aware that such a thing doesn't exist. Which is why I said "theoretically". Tyrants generally have a closely-knit circle of loyal supporters, and a lot of guys that follow because they believe they are on the winning side. Anyway, that doesn't change my point, having control infrastructure already in place does make it a lot easier for them.
