Ideally everyone would collaborate on inputs and compete on outputs. All the data gathering, tagging, mapping etc could be put into a shared domain, and then after that the companies decide what to do with it and how to commercialise it. Easier said than done, but I think it would strike the right balance between reducing duplicate work, and incentivising progress.
