Very fond of the idea. Italy does something related in the "Tutor" system that fines based on a long average speed (average measured in a long segment using licence plate recognition). This avoids the trick drivers use to avoid a single speeding camera. The fines system is more traditional, however. The system works because the toll roads in Italy have exclusively guarded entrances and exits.
