While the government can sway #2 to introduce political biases, it's not easy to change the definintion of the first in an obviously biased way The companies can still choose to remain nonpublishers, i.e. platforms - but they have to be impartial. That doesn't mean that censored communities can 't exist in their platforms - but the censoring can only be done by an entity unrelated to them. I think it's a good compromise to separate the platform from the censors.
