I can only see the first two paragraphs, but it is apparently about Winchester Illinois which is in Scott County. According to Wikipedia, it now has a smaller population than when the county was created just prior to 1840. Less than 5000 people are supporting the costs of administering an entire county. It should be merged back into Morgan County, which appears to have a stable population at least. A lot of places in Illinois are heavily burdened by the sheer number of governmental units that they pay taxes to support. Consolidation would dramatically improve the situation and help bring a more vibrant economy that can support things like grocery stores.
