I would say no, but actually it’s a bit more nuanced than that. I use many different languages and if I am not actively working in one I might forget some syntax just after a couple of weeks. It only takes about an hour or so of working in that language (and RTFM) to get it all back. I don’t think others have as much of an issue if they’re in a single language all day but I jump around a lot and my hands-on-ness fluctuates.
