The problem is that if you spread the privileges between many people, especially in a voluntarily project, it usually ends up with no-one doing any work. I have experienced it over and over again. Meanwhile if there is only one person in charge he/she will often end up doing a tremendous amount of work. It's like, if the the whole organization depends on you, you feel more responsibility.
