I made a complaint to the FCC about this when they started to do this to me. A month later I got a cookie-cutter response from Comcast, but it felt good to at least cost them some tiny amount of time to need to respond. I ended up moving house to get away. ISP options are now my #1 factor in deciding where to live, and if Comcast is the only viable option then I'm happy to tell apartment managers I'll look elsewhere.
