I was thinking more of a standardized type of super-regulated road that was only accessible for self-driving cars that could know about its status (road works, accidents etc) using a standardized API. Only vehicles certified to use the API correctly could enter it. E.g. on normal roads a Tesla would drive as it does now with some driver assistance, but there would be special stretches here and there for only self driving cars where they could be autonomous.
