I've tried that without success. Delete all rules/filters, labels and re-create it all again. Nothing will work on old or new messages. And "apply to zero conversations" is the only thing I see that seems like it would be it but the zero part means no chance of working. Gmail even replied to me on Twitter saying the filters no longer work.
