- jiofih 7y agoBecause they don’t exist? You can definitely learn programming following local language tutorials. It does not require learning English grammar or a large vocabulary. But you might need to communicate witn other people, especially if you’re doing open source. I feel there is a point you want to make, but am not sure what it is.
