I don't know where you walk, but where I walk the sidewalks are jammed full of people legitimately moving slow due to injury or disability and people rudely just standing still and leaving it hard to imagine they could block more space if they tried. I can easily move double the speed on an empty sidewalk as I can the average mid-day mess. Humans absolutely have traffic jams on sidewalks.
