I don't think so. Personally, I did flag the post you mentioned, because that same thing (discussing introducing telemetry) was on the front page yesterday (Yesterday), for most of the day (or, at least, for most of the US/Pacific day). I wouldn't be surprised if there is a policy where if an "item" (a topic, a post, whatever) hits the front page, then it should not appear again immediately after (unless there's some new development).
