That wealth belongs to the sovereign, which in a republic like the US is the people. However, the people never directly benefit from that wealth. I think people understand this underlying truth and are angry about so much usurpation and thievery done in their name. Meanwhile, it benefits the recipients of that wealth and power to remain silent and mock their adversaries, because they can only stand to lose their privilege.
