This punishes people who are more conservative with upgrades, and don't want to jump to an OS before it's fully cooked. You'd think they could just offer to let you install the latest compatible version. I can't install XCode from the App Store because I'm stuck on High Sierra, because my Macbook as a highly disruptive freeze-on-wake bug that manifests on every version of Mojave I've tried. I've never been able to figure it out, and Apple apparently only supports its laptops if they have no software installed on them.
