Well, Microsoft used to offer its cloud services under license via German Telekom in Germany. They've sunsetted that offering though while announcing a Microsoft-owned GDPR-compliant server infrastructure in Europe. They've yet to deliver on that announcement but that seems more like the usual delays than willful obstruction.
