Ask HN: Resources for Designing a Declarative Language that uses AI

With the constant improvements in hardware technology, it's becoming much more practical to design applications in a declarative style. We can say what we want, with out describing how it's done... It may even become practical to use neural nets or some other machine learning strategy to compile applications, based on some programs input. Are there any resources you'd recommend to start designing an declarative language of this nature?
