I guess it depends on how we define Cyberpunk, but I would tend to think "No, not yet." I think the main themes in Cyberpunk center on a dystopian society where the techno-literate are able to carve out a life among oppressive, capitalist regimes (in most cases Corporate Nation-States). I think much of the technology imagined in Cyberpunk has come to be, but I don't think the technology is the important part. I think the society it envisions is what separates it from more traditional science fiction. That said, I actually imagine a cyberpunk future longingly (even if I don't necessarily think it will come to be).
