Ask HN: Getting Started with Hardware Programming

I am writing higher level software but hve always wanted to able to write a program for a chip or another piece 8f hardware. I want to learn about hardware programming on a higher level and not just "buy a raspi' and get cracking". Any recommendations for understanding the tooling, debugging and testing is much appreciated.
