Huh? Rape is definitely a thing, and it's as illegal as assault. I don't think assaulting someone is much harder, and ignoring the consequences seems to be an odd thing to leave out. It's signicantly easier to have sex than commit assault, it's not like the police will stop you (consent permitting, of course). Sure, you need to find a willing partner, but that isnt exactly the biggest hurdle that has ever been faced.
