The major US carriers are all killing 2G and 3G in the early 2020s[1] and due to FCC 911 requirements (you basically have to be able to call 911 if you can connect a phone to a network), not to mention basic voice roaming support, that means all VoLTE phones will have to (eventually) support VoLTE on any network.
