My adsense account seems to be permanently stuck in limbo too. Every once in a while I get an email that my payments are on hold because I have no payment method (a little over $100 sitting in there). Attempts to add a payment method always fail and it won't let me remove the one that doesn't seem to be working. The help support articles linked on that same page 404 and I can't seem to find a way to get any assistance on the issue. It has been stuck like this for years, occasionally I try to remedy it and end up in the same loop. It is extremely frustrating.
